British Special Forces attempt a risky rescue mission in Iraq on the eve of the 2003 invasion by allied forces. Led by SAS's John Porter and joined by intelligence specialist Hugh Collinson, the team looks to rescue an executive of a British arms manufacturer who is being held by fundamentalists. While the mission is a success, several team members are killed. Porter is held responsible for their deaths due to a snap judgment call he made during the rescue. Porter's career does not recover from the controversial mission. Now, in 2010, his personal life is also in shambles, and he has a strained relationship with his ex-wife and daughter.

In an attempt to infiltrate the fundamentalist group that kidnapped journalist Katie Dartmouth, Porter returns to the sites of his old mission, encountering familiar faces that lead him closer to finding her and into the hands of terrorists. Out of options, Collinson is forced to let Porter continue his risky pursuit, while Thompson tracks Porter as closely as possible.

Collinson offers Porter a position at Section 20 and sends him on a dangerous undercover mission in Africa. As he tracks down an assassin, Porter discovers surprising links to his target, leading him to doubt his mission.

On the run, Porter and Masuku are pursued by Colonel Tshuma and his elite trackers and soldiers. Porter struggles with his belief in the mission as he gets to know Masuku. At Section 20 headquarters, Collinson has his own doubts about the mission when he discovers new information.

After a U.K. military missile guidance system is hacked in Afghanistan with deadly consequences, Section 20 suspects a connection to missing software engineer Gerald Baxter. Porter is sent to find Baxter by posing as an arms dealer doing business with extremists. Collinson faces off with a powerful ally.

Still held in Pakistan, Porter tries to gain the trust of a captor to enable his escape. Thompson grows suspicious of Collinson after new information comes to light. As tension with an ally increases, Collinson decides to take matters into his own hands.
